In many cases where you have a single public cloud provider for an organization, I agree a dedicated connection will be more reliable, though it comes at the cost of decreased flexibility.

In regards to a bottleneck, I was referring to how with a mesh VPN, every node has a peer to peer connection with every other node, whereas with a dedicated connection, they will all be dependent on the same gateway.
